Dear Dr. Mayr,
We, the undersigned institutions and individuals, would like
to express our
indignation and protest the serious abuses being committed against
the
Embera-Katio by senior officials of the Ministry of the Environment.
Allegedly a few weeks ago the Vice-Minister of the Environment
ordered the
harassment of the 170 Embera-Katio who have established a camp
in front of
the ministry's building. We also learned that the police prevented
people
from entering or leaving the camp, therefore denying the people
access to
water and food and the use of lavatories. Today, we got news that
the
police continues to harass and hit the Embera people at the camp.
The Embera-Katio who are camped in protest outside the ministry
are waiting
for you to meet with them and begin negotiations on a mutually
agreed plan
to mitigate and compensate for the impacts of the Urrá
Dam. The
Embera-Katio would not have been forced to set up camp outside
the ministry
if:
* the law relating to projects in indigenous areas had been
respected;
* the Ministry of the Environment had respected international
norms of best
practice for the construction of dams;
* there had been a genuine consultation process with the Embera-Katio
which
respected that they are an indigenous group and as such individual
agreements can not take place in relation to development projects;
* the consultation process had taken place in a climate devoid
of death
threats and killings;
* if the ruling of the Constitutional Court had been complied
with;
* if you had acted in good faith and had set up meetings for the
negotiation of a mitigation plan prepared with and accepted by
the
Embera-Katio and the dam-affected fishing and peasant communities;
*if the Ministry of the Environment had not illegally granted
the
environmental license which allowed the filling of the reservoir,
therefore
overruling the ruling of the Constitutional Court.
Because of this and other reasons, more Embera-Katio have arrived
in Bogota
and now about 200 people are waiting for you outside your building
to begin
a genuine negotiation process.
You have been honored with the Goldman Environmental Award,
given to those
who excel in their environmental work; you are the President of
the UN
Commission on Sustainable Development, and you played a very important
role
at the recent negotiations on the Biosafety Protocol in Montreal.
But the
way that the Ministry which you represent has proceeded with the
construction of the Urrá I Dam, mocks all the responsibilities
that you
have accepted when you embraced the principles of the above mentioned
organizations.
In light of this situation we urge you to reconsider your position
and to
respect the mandates of the law and the human rights of the communities
affected by Urrá Dam.

Gobierno hace, ve, oye
y dice lo que le conviene.
· Gobierno instala Comite de Seguimiento del Plan de
Manejo Ambiental de la
Represa Urra I con un sector de indigenas Ebera Katio.
Tierralta, 21 de Febrero de 2000. Hoy en el municipio de Tierralta,
Cordoba, con participacion del Ministro del Medio Ambiente Juan
Mayr,
representantes de la Empresa Urra e Instituciones Regionales se
instalo
oficialmente el Comite de Seguimiento del Plan de Manejo Ambiental
de la
Represa Urra I con nuestros hermanos que han escogido la defensa
de Urra y
han permitido que el Ministro Mayr atropelle el futuro de los
Ebera.
Mientras esto ocurre, continuamos en Santafe de Bogota alrededor
de 200
Ebera frente a la sede del Ministerio del Medio Ambiente de quien
solo se
ha recibido un trato de indiferencia absoluta para el dialogo
y
hostigamiento constante a nuestra integridad. Al tiempo, en el
territorio
indigena se han presentado 6 casos de dengue hemorragico, a la
fecha se han
aumentado los casos de paludismo y otras enfermedades ante una
pasmosa
actitud de las entidades de salud comprometidas y 36 familias
(156
indigenas) permanecen aun en la zona de inundacion.
Los Êbêra de los rios Sinu y Verde y de la comunidad
de Veguido, mantenemos
nuestra posicion al dialogo y a una salida concertada a nuestra
problematica y mantendremos siempre nuestra voluntad de defender
los
derechos culturales, territoriales y de autonomia de nuestro pueblo.
No se ahogara la vida ni la dignidad Êbêra.

Tierralta, febrero 17. 2 de la tarde.
Los Cabildos Mayores de los rios Sinu y Verde, informamos que
los 208 Êbêra
que nos encontramos frente al Ministerio del Medio Ambiente estamos
recibiendo un tratamiento de "estado de sitio". Con
procedimientos
militares, el gobierno ha encerrado a los manifestantes, ha impedido
la
entrada de agua y alimentos, ha senalado como subversivos a los
grupos de
apoyo humanitario que nos acompanan y les ha impedido su trabajo,
y nos
obliga para que depositemos las excretas en el mismo sitio donde
estamos
viviendo.
Estos procedimientos afectan a 52 ninos menores de 8 anos que
no han podido
comer adecuadamente, a varias mujeres embarazadas, a una veintena
de
afectados por la hepatitis y la tuberculosis, que ante el encierro
se
encuentran en un grave riesgo de enfermedad. Hace dos meses, el
Ministro del
Medio Ambiente, Juan Mayr, ya habia cortado el suministro de agua
en un
acto de agresion y violacion de los derechos humanos que nos obligo
a
buscar agua en quebradas cercanas y casas de amigos.
Con estas medidas el gobierno quiere impedir que los 78 miembros
de nuestra
comunidad que llegaron ayer, se sumen a los 167 que llegaron hace
mas de
dos meses en marcha de 700 kilometros a Bogota para protestar
por la forma
arbitraria como se otorgo la licencia ambiental a la empresa Urra
S.A. Y
preparan un posible desalojo violento por la fuerza publica.
Denunciamos esta violacion flagrante a los derechos humanos,
y mantenemos
el llamado a nuestros amigos para que se mantengan alertas y nos
acompanen
en estos momentos. Solicitamos asi mismo el apoyo de la comunidad
en agua y
alimentos como cereales, aceite, para atender las necesidades
de los nuevos
manifestantes.
Por nuestra parte, mantenemos la disposicion de dialogo con
el gobierno, el
cual fue suspendido unilateralmente por Juan Mayr a la espera
de debilitar
el movimiento por cansancio. Y nuestra voluntad de defender los
derechos
culturales, territoriales y de autonomia de nuestro pueblo.
