Description of materials currently available:
*** Sacred Domain: Tribal Perspectives in Land Management (Video).
Developed jointly by the Office of Surface Mining and the Bureau of Land
Management, this video was designed as a training segment to help officials
who manage tribal resources appreciate how the land and life are sacred to
American Indians. It also provides a Native American perspective for
decision-making on tribal resources and concerns. The video won "The Best
Environmental Production Award" at the 12th Annual Red Earth American
Indian Film and Video Competition. (VHS, closed captioned)

*** Overview: Coal Mining and Reclamation on Indian Lands, How to get
involved. A brief description of coal mining on Indian lands and public
participation provided by the Surface Mining Law. (Flyer)

*** Burial and Sacred Sites, Blasting, Relocation of Navajos on the Navajo
Reservation at the Black Mesa/Kayenta Mine, Navajo and Hopi Reservations,
Arizona. A brief discussion of three issues at the Black Mesa/Kayenta
Mines: 1. How are cultural resources protected at Black Mesa/Kayenta mines?
2. Is blasting causing damage to local residences? and 3. Are Navajos being
unfairly moved as result of mining and denied participation in the permit
review process on Black Mesa? (Flyer)

* An Evaluation of Approximate Original Contour and Post-mining Landuse in
Kentucky. DRAFT oversight report focusing on decisions surrounding
approximate original contour variances, associated post-mining land uses,
and excess spoil determinations. Comments from the public are requested.

* An Evaluation of Approximate Original Contour Variances and Postmining
Land Uses in Virginia. FINAL oversight report on the regulation of Virginia
coal mining operations commonly referred to as mountaintop operations. The
report summarizes findings and provides a plan for correcting identified
weaknesses and improving the Virginia regulatory program.

* 20th Anniversary of the Surface Mining Law Part 1: an illustrated booklet
on the accomplishments of the Surface Mining Law during the first 20 years
of implementation (1977-1997). This non-technical report briefly describes
the Law and its implementation and presents seven case studies showing
on-the-ground reclamation under the Law. (36 pages, in color) Part 2: A 20
Year Statistical Summary presents national statistics that provide an
overview of coal mining and implementation of the Surface Mining Law since
1977. State chapters present a brief description of coal mining and
reclamation in that geographic area, accompanied by detailed statistics and
graphs that relate each state's mining and reclamation to the nation as a
whole. (83 pages, black and white)

* 1998 Annual Report. Compiled to meet the Office of Surface Mining annual
reporting requirements to Congress, the report contains a program and
financial summary of activities during Fiscal Year 1998 (October 1,
1997-September 30, 1998). Included are statistics showing inspection and
enforcement, grants, and abandoned mine land project accomplishments by
state. In addition, a description of management and operations, regulatory
environmental protection, abandon mine land reclamation, and a special
"pull-out" Office of Surface Mining at a glance section. (72 pages, printed
in black and white)

* An Evaluation of Approximate Original Contour Variances and Postmining
Land Uses in Virginia. DRAFT oversight report on the regulation of Virginia
coal mining operations commonly referred to as mountaintop operations. The
report focuses on approximate original contour (AOC) variances and
postmining land uses. Two main issues are discussed: 1. what standard does
the Virginia Department of Mining, Minerals and Energy use to determine if
a particular postmining land configuration constitutes a return to
Approximate Original Contour conditions, and 2. whether or not the Virginia
Department of Mining, Minerals and Energy requires appropriate postmining
land uses when it grants a waiver from Approximate Original Contour
requirements.

* An Evaluation of Approximate Original Contour and Postmining Land Use in
West Virginia. FINAL oversight report on land use (postmining land use) and
land form (approximate original contour) relating to mining operations
often referred to as "mountaintop removal mines" in West Virginia. The
report contains conclusions and recommendations, implementation reforms,
disposition of public and state (West Virginia) comments, West Virginia
Division of Environmental Protection/Office of Surface Mining action plan
for resolving mountaintop mining issues, and Approximate Original Contour
(AOC)/Excess Spoil Guidance.

* An Evaluation of Approximate Original Contour and Postmining Land Use in
West Virginia. DRAFT oversight report on land use (postmining land use) and
land form (approximate original contour) relating to mining operations
often referred to as "mountaintop removal mines" in West Virginia. The
report contains background material, findings, proposed recommendations,
and Department of the Interior Solicitor's comments.

* Mining and Reclamation Poster. An educational poster containing text and
an illustration of mining and reclamation under the Surface Mining Law.
Using the three principal methods of mining -- area, contour, and
mountaintop removal mining, on-the-ground activities are described and
illustrated. A Teachers Resource Packet that is designed for use in
Middle-school is also available. The packet contains eight copies of the
Poster, vocabulary development (i.e., crossword puzzle and vocabulary
quiz), Interpreting Visual Evidence work sheet, and an answer key.

*** A Page In Time (video). An overview of the Surface Mining Law and a
discussion of the state and federal requirements to carry out its
provisions. (22 minutes, VHS format, closed captioned)

* Introducing the Office of Surface Mining (video). A short version of A
Page In Time video described above. (eight minutes, VHS format, closed
captioned)

* KEEPOUT: Old mines can be dangerous. Each year people are injured and
killed while exploring abandoned surface and underground mines. This
brochure warns of the dangers associated with abandoned mines. In addition,
it describes some of the hazards and provides information to citizens so
the location of these mines can be reported to the Office of Surface
Mining. Multiple copies of this brochure are available on request. (4 pages)

* Mine Map Repositories: A Source of Mine Map Data. This pamphlet provides
information and statistics on the Office of Surface Mining mine map
repository facilities. The Mine Map Repositories are reference files for
mine maps and related information for surface and underground mines
throughout the U.S. A brief description of the history, contents, and
access methods is presented. (8 pages)

* A citizens' introduction to involvement with the Clean Streams Initiative
(video). Secretary of the Interior Bruce Babbitt introduces this video
program which features representatives from environmental groups, the coal
industry, local watershed associations, and federal and state government
agencies, describing their commitment to the Clean Streams Initiative.
"Real-world" examples of acid mine drainage is described by those
responsible for the clean-up projects. (14 minutes, VHS format)

* Appalachian Clean Streams Initiative flyer. A brief description of the
combined public/private Initiative to clean up acid mine drainage in the
Nations streams. (7 pages)

* Surface Mining Control and Reclamation Act of 1977 (Public Law 95-87,
with revisions). A printed copy of the Surface Mining Law. (110 pages)

* Guidelines for the use of the Revised Universal Soil Loss Equation.
Editors: Galetovic, J..R. and Toy, T.J. (University of Denver) and Foster,
G.F. (U.S. Dept. of Agriculture) August 1998. Technical manual, with
software, used to estimate soil loss from land experiencing overland water
flow, including land undergoing disturbance or from newly or established
reclaimed land. The equation is a set of mathematical equations that
estimate average annual soil loss and sediment yield resulting from
interrill and rill erosion and is based on the Soil and Water Conservation
